The Washington, D.C. police department has recently had a bit of an issue with residents repeatedly throwing rocks at buses (which: guys, I know you're bored, but rocks at buses?  Why?).  Luckily, they came up with a bold plan to stop the rock-throwers: they'll release flyers asking people to stop.  If this works, the implications for law enforcement around the world will be numerous.
